Drug abuse, Alcohol Abuse, Gambling, Family breakdown, These are just some areas, which result in Anti Social Behaviour in our society today.  A Landlord would be putting his/her life at risk, if he/she approaches the tenant in order to tackle sensitive issues.  These are areas where the government is expected to invest in order to creating a safe environment for our citizens.

Landlords policing tenants would without a doubt lead to animosity between the parties. In practice this results in potential disputes and further Anti Social Behaviour, not to mention the potential risk to the Landlord’s life and property.

The Selective Licensing Scheme is discriminatory against the private residential Landlord by the virtue of exempting local housing association from the same scheme.  Given the ever increasing existence of Anti Social Behaviour in such areas, one must question the motive of this proposal.

The scheme will result in stigmatization of the designated area, resulting to a downturn and negative growth of the property in the area, a point which all property owners, owner occupiers and such like should be aware of. We have evidence of this as some existing landlords have expressed their intention to "get out quick, whilst the proposal is not yet approved" as they genuinely believe that the implementation of Selective Licensing will result in the house values tumbling down in the targeted area.

The scheme will yet again impose further expense on Landlords.  In an ever increasing spiral of cost due to introduction of legislation, this scheme could well force Landlords into red.  This translated in today’s state of economy could even place some Landlords in a bankruptcy status and therefore create more empty and abandoned properties.
